1) What hole size do I drill for a 5/8 inch sleeve anchor like the J6222SS?
Sleeve anchors are drilled at the same nominal diameter as the anchor, so a 5/8 inch sleeve anchor takes a 5/8 inch carbide bit in concrete, block or brick. The 2-1/4 inch length is the overall anchor, so your fixture thickness comes out of that before you count embedment, drill the hole deeper than the anchor to clear dust.
2) Will a sleeve anchor work in hollow block, or do I need a wedge anchor?

At 2-1/4 inches overall, whatever thickness of strut, plate or bracket you clamp comes off the embedded length. Thin material like 1-5/8 strut channel leaves plenty of anchor in the wall, a thick steel base plate does not, and for those you want a longer 5/8 inch anchor instead of this one.
