1) Can I use the Metallics J1539 toggle bolt in solid concrete or brick?
No. A spring wing toggle only works where there is open cavity behind the wall for the wings to spring out into, such as drywall, lath and plaster, hollow block, or hollow metal. In solid concrete or solid brick there is nothing for the wings to grab, and the 6 inch bolt gives you no advantage. Use a sleeve anchor, wedge anchor, or screw anchor sized for 1/4 inch rod in solid masonry instead.
2) What hole size do I need to drill for a 1/4 inch spring wing toggle bolt?
A spring wing toggle needs a hole big enough to pass the folded wings, not just the screw. For a 1/4-20 toggle like the J1539 that is a 3/4 inch hole.
