The J1529 is a 1/8 inch spring wing toggle bolt with a #6-32 machine screw thread and a 3 inch screw length. That combination matters: the screw has to be long enough to pass through the fixture, through the wall, and still leave room for the wings to swing open behind it, so the 3 inch length is what sets the maximum material thickness you can hang with it.

No. A spring wing toggle only works where there is an open cavity behind the wall, since the wings have to swing clear on the back side. For solid concrete, brick or grouted block you need a masonry anchor, a sleeve anchor or a wedge anchor instead. Hollow block with an open cell is toggle territory; solid substrate is not.

You drill a hole large enough to pass the folded wings through, thread the screw into the toggle, push the assembly through the wall, and the spring snaps the wings open on the back side. Tightening the screw draws the wings flat against the inside face and spreads the load over a much wider area than the hole itself. That is why the 1/8 inch J1529 works in hollow walls where a plain screw or a plastic anchor pulls out. Once installed, backing the screw all the way out drops the toggle inside the cavity.

Fixture straps and device boxes are commonly tapped or slotted for 6-32 and 8-32 hardware, and the J1529 uses a #6-32 screw, so it lands on the smaller of the two. Check the clearance hole in the strap or canopy you are hanging: a 6-32 screw slips through a hole sized for 8-32, but not the reverse. If your fixture is drilled for 8-32 and you need the shank to fill the hole, step up to an 8-32 toggle instead.

The 3 inch screw length has to cover the thickness of whatever you are hanging plus the wall material, and still leave shank for the toggle to thread onto and flip open. Measure fixture plus drywall or plaster first; if that total is close to 3 inches you are out of room and want a longer toggle. For typical 1/2 or 5/8 inch drywall with a thin strap or bracket, the 3 inch length leaves plenty.

The screw is reusable, the toggle is not. Removing the screw releases the wings into the wall cavity, so you lose the toggle and have to set a fresh one on reinstall. That is the normal trade-off with any spring wing toggle, and it is a practical reason to buy them in the 50 count jar rather than singly.
