1) Can I use the Metallics J1532 toggle bolt to hang a junction box or conduit strap on drywall?
That is the normal use. The J1532 is an electrical-department hollow wall anchor, and the #10 x 3 inch screw with spring wings carries boxes, straps, raceway and light fixture canopies on drywall or plaster where there is no stud. The wings bear against the back face of the board, so the wall thickness has to be less than the 3 inch screw length to leave room for the toggle to open.
2) Will a spring wing toggle bolt work in a solid concrete or brick wall?
No. The J1532 is a hollow wall anchor, and the spring wings have to open into an empty cavity behind the board. In solid concrete, brick or block there is nothing for the wings to expand into, so you need a masonry anchor such as a sleeve, wedge or screw anchor instead.
