That is exactly what a spring wing toggle is for. The wings fold flat to pass through a drilled hole, then spring open behind the wall and spread the load across the back face of the panel, so it grips where there is no stud or solid backing. The J1512SS gives you 4 inches of 1/4-20 screw length, which covers the wall thickness plus whatever you are hanging. If the cavity behind the wall is too shallow for the wings to open, a toggle is the wrong choice and you want a solid-wall anchor instead.

Fold the wing assembly flat against the screw on one of the J1512SS toggles and size the bit to that, then drill the wall and test-fit before you commit to the fixture layout. Drilling to the screw diameter is the most common reason a toggle will not pass through the panel.

The rounded profile sits proud of the surface with a broad bearing face, and the slot drives with a flat blade screwdriver, which suits hand work in tight overhead positions where you cannot get a driver square on the fastener. If you are running these with an impact or need higher torque, a hex head is the easier drive; the holding value in the wall is the same either way because that comes from the wings.
