Spring wing toggles like the J1507SS are made for hollow walls, drywall, plaster and hollow block, where the wings open out behind the facing and spread the load across the back of the panel. They are not a solid-concrete anchor. For solid masonry or poured concrete, use a sleeve, wedge or screw anchor instead, since the toggle has nothing to spring into.
