1) What size ground wire will the Arlington 718DB and 720DB ground clamps accept?
Two different conductor ranges, and picking the wrong one is the usual mistake. The 718DB closed-lug and the 719DB lay-in lug both take #8 through 4/0 AWG, so they handle a 4/0 grounding electrode conductor on a large service. The 720DB is the smaller lug, #10 through #2 AWG, which suits a typical residential or branch grounding conductor. If you are landing anything above #2, order the 718DB or 719DB.
2) Will a 1/2 inch to 1 inch ground clamp go on a 3/8 inch rod?
No. The 720DB starts at 1/2 inch pipe and will not close down on a 3/8 inch electrode. For 3/8 inch you need the 718DB closed-lug or the 719DB lay-in lug, both of which run 3/8 inch to 1 inch. Neither of the three goes above 1 inch, so a larger pipe needs a different clamp size entirely.
3) Are Arlington bronze ground clamps OK for direct burial or a wet crawlspace?
Solid bronze is the reason to reach for these.
