1) What exactly is the Arrow 16RC-44 part, and does it include the cylinder?
The 16RC-44 is the cam bar (tailpiece) only, sold as a replacement component for the Arrow RC62 rim cylinder. No cylinder body, plate, screws or keys come with it. If the cylinder itself is worn or you need a keyed cylinder, you need a complete rim cylinder instead, not this part.
2) Will the Arrow 16RC-44 cam bar fit any rim cylinder, or only the RC62?
It is made for the Arrow RC62 rim cylinder and fits it without modification. Tailpieces are not interchangeable across brands or series, so don't plan on it fitting a Schlage or Corbin Russwin rim cylinder. Schlage rim cylinders, for example, are ordered with the cam already specified: the 20-021 has a vertical tailpiece cam and the 20-022 a horizontal one.
3) My exit device isn't retracting when I turn the key. Is the tailpiece the part to replace?
On an RC62 rim cylinder, the cam bar is what carries key rotation into the device, so a worn, bent or sheared tailpiece is a common cause of the key turning without the latch pulling back. The 16RC-44 restores that cam-to-lock engagement and lets you fix it without pulling and rekeying a whole cylinder. If the key won't turn at all, the problem is in the plug or pins, not the cam bar.

No. The 16RC-44 is the cam bar for the Arrow RC62 rim cylinder, which is a rim application, not a mortise one. Mortise cylinders use a different cam style entirely: the Corbin Russwin 1000 Series 1-1/2 inch mortise cylinder uses an A02 straight cam, the Corbin Russwin 1070 1-1/4 inch 6-pin mortise housing uses an A01 cloverleaf cam, and the Adams Rite 4036 is a five-pin mortise cylinder. A rim cam bar will not engage a mortise lock body.

No. The 16RC-44 cam bar is matched to the Arrow RC62 rim cylinder. For an Arrow JL interconnected lock, the Medeco 1065140 is a 5-pin retrofit cylinder listed for the Arrow JL interconnected lock as well as Emtek handleset and deadbolt outside cylinder use.
8) Does replacing the cam bar change the keying on my RC62 cylinder?
No. The cam bar is a mechanical driver on the back of the cylinder, so swapping it leaves the plug, pinning and keyway alone. Your existing keys and master keying stay as they are. If you actually want to change keying, that's a rekey of the cylinder or, on an interchangeable-core system, a core swap such as a BEST 1C 5-pin core.
