It lands a 400 A feeder on bus and lets you tap off multiple sets of conductors, and each tap still needs its own protection downstream. If you want breakers or fuses at the split point, order a distribution panelboard instead. The gutter is the cheaper, shallower choice when the downstream equipment already has its own main.
