The BCH21-A28 is a cable-to-t-bar fastener that clips onto suspended ceiling grid, so you are not drilling structure or shooting anchors to run low voltage above a tile ceiling. It is a ceiling mount part, and the hook rotates a full 360 degrees so you can aim the cable run any direction off the grid line.

4) Does the BCH21-A28 come with more than one hook per fastener?
One J-hook per fastener. If you need to keep separate cable systems apart, say data on one side and fire alarm or AV on the other, order multiple pieces or move to a multi-hook assembly. Each unit is a single 1-5/16 inch hook on a t-bar clip.
5) What does the 360 degree rotation on this t-bar cable hook actually do for me?
It lets you set the hook direction after the clip is on the grid.
