1) What are the Eaton B-Line SBCL2 compression lugs used for?
They terminate grounding conductors on Eaton B-Line series open frame racks. The lug body is tinned copper with two bolt holes for the panel or rack ground pad, and the barrel is a long-barrel compression style, so it gets crimped onto the conductor with a hydraulic or battery compression tool rather than tightened with a set screw.

If your existing pad has one hole, you either re-drill to match or use a single-hole lug instead.
