The CH16528-3 takes two line conductors per pole at #600-2 Cu/Al, and on the load side four #3/0-8 Cu/Al plus four #4-14 Cu (or #8 Al) per pole. So you can feed it with large service conductors and tap off eight branch conductors per pole in two size ranges. Lugs are aluminum bodied, rated for both copper and aluminum conductors.
2) Is the CH16528-3 terminal block rated for a 600V three-phase system?
Yes. It is a three-pole block rated 600V, so it suits 600V and below three-phase distribution, including 480Y/277 and 208Y/120 systems. Each of the three poles is independent, with its own line and load terminations.
3) How much current will the B-Line CH16528-3 distribution block carry?

That is exactly what a power distribution block does, and the CH16528-3 is built for it: two line conductors in per pole up to #600, then eight load terminations per pole to feed the branches. It is not a breaker and provides no overcurrent protection, so each tap still needs its own protective device per the design.
6) What temperature is the CH16528-3 block rated for in a hot switchgear enclosure?
Operating temperature is rated to 150 degrees C, which covers the ambient plus rise you see inside a loaded gear section or a rooftop enclosure. Conductor insulation temperature rating and the terminal's listed conductor temperature still govern your ampacity calculation.
