2) Can you mount a grab bar to a toilet partition panel instead of a wall?
That is exactly what the Bobrick 2586 anchor is for. It backs the grab bar flange through a 1/2 inch thick toilet compartment panel, which on its own has no structure to take the load of a bar. Fastening a bar straight into a partition panel without an anchor of this kind is the usual reason a bar pulls loose. For a bar going into a wall, you would be using blocking or wall anchors instead, not this part.
3) Will the B-2586 anchor work on a partition panel thicker or thinner than 1/2 inch?
The 2586 anchor is specified for 1/2 inch thick toilet compartment panels, which is the common thickness for solid plastic and laminate partitions. If your panels measure something other than 1/2 inch, this anchor is not the right piece for that opening.
