3) Is the tissue exposed on the B-699, or is it a covered locking dispenser?
This is an open dispenser with a stainless steel hood over the rolls. The hood keeps splash and dust off the exposed tissue, but the paper is reachable without a key. If you need theft control on the paper itself, look at a locking-cover dispenser instead.
4) Can I install this dispenser in a toilet partition panel or a countertop apron instead of a wall?
Countertop aprons are covered: the included mounting clamps are rated for stud walls and countertop aprons. The controlling factor is depth and opening size, so the host panel needs a clean 11-3/4 by 5-1/4 inch cutout with 4-5/8 inches of clearance behind it for the shell and clamp.
