2) Do I need this pump to install a Bobrick B-830 SureFlo soap dispensing system?
Yes. A new B-830 SureFlo installation requires a pump head, and you pick one of two: the 833-359 with the 4 inch spout (B-823) or the 833-372 with the 6 inch spout (B-8236). The B-830 system does not come with a pump, so ordering the deck unit alone leaves the job unfinished.
3) Should I get the 4 inch spout or the 6 inch spout on a Bobrick SureFlo soap pump?
Spout reach is the whole difference. The 4 inch version is the 833-359 (B-823) and the 6 inch is the 833-372 (B-8236). Measure from your mounting hole to where hands actually sit under the faucet: on a deep lavatory or a counter-mounted basin where the hole sits well back from the bowl, the 6 inch reaches over the rim; on a standard vanity where the pump sits close to the basin, the 4 inch keeps soap off the deck.
4) Can the spout be turned out of the way, or is it fixed in one direction?

Foam only. It is a foam soap pump built for the SureFlo foam system, so it needs to be fed foaming soap from the B-830 supply. Filling a foam pump with standard liquid hand soap will not produce lather and can clog the head.
7) What is the Bobrick 833-359 soap pump made of and will it hold up in a high-traffic public restroom?
