2) Do I need this pump to install a new Bobrick B-830 SureFlo soap dispensing system?
Yes. A new B-830 SureFlo installation requires a foam soap pump: either the Bobrick 833-359 with the B-823 spout or the Bobrick 833-372 with the B-8236 spout. The SureFlo system does not ship with the deck-mounted pump head, so one of those two has to be ordered alongside it.
3) Will the spout on this Bobrick soap pump rotate, or is it fixed over one basin?
It rotates. The pump head has a built-in swivel that lets the spout turn a full 360 degrees while staying sealed, so on a multi-station or trough lavatory you can aim it where the user's hands actually go instead of setting it once and living with it.
