No. A lag bolt like the BLS15GB threads into wood. In concrete, block, or brick you need either a lag shield or plastic/lead anchor set in the hole for the lag to thread into, or a purpose made concrete screw or wedge anchor instead. Driving a 5/16 inch lag straight into masonry will not hold.
