1) Is the Metallics JG5HTB17 hex tap bolt threaded all the way to the head?
Yes. A hex tap bolt is fully threaded from the head to the point, which is what separates it from a standard hex cap screw with a plain shank. The JG5HTB17 is a 1/4-20 x 6 inch bolt, so you get 6 inches of usable 20 threads-per-inch engagement. That matters when you are bolting through a thick assembly and want to pick up thread wherever the nut or tapped hole lands.
2) How strong is a Grade 5 zinc hex tap bolt, and is it strong enough for mounting a motor?
Grade 5 medium carbon steel, heat treated, with 105,000 psi minimum tensile and 105,000 psi minimum yield, and a hardness of Rockwell C19-30. Mounting a motor to machinery is exactly the application these are built for, along with automotive and truck repair work. If your drawing calls out Grade 8, this is not a substitute.
3) Will a 1/4-20 hex tap bolt drop through a 1/4 inch clearance hole?
The body diameter runs 0.2450 to 0.2500 inch, so a nominal 1/4 inch drilled hole is a line-to-line fit at best. Drill or punch a 9/32 inch clearance hole for a normal fit. Thread is right hand, 20 TPI, made to ASME B18.2.1-2012, so it mates with any standard 1/4-20 UNC nut or tapped hole.
4) Can these zinc plated Grade 5 bolts be used outdoors?
The finish is zinc plating over steel, which handles damp indoor and sheltered conditions. It is not stainless. For sustained outdoor exposure, coastal air, or wet process areas, go to an 18-8 stainless hex tap bolt instead, because zinc plating will eventually give up and the base material here is carbon steel to AISI 1008-1026.
5) Do these bolts meet Buy American or ARRA requirements on a federal job?
