1) Do carriage bolts come with nuts and washers?
No. The JCB30 jar contains bolts only, 50 of them. You order 3/8-16 hex nuts separately, and a flat washer belongs under the nut on wood so the nut does not crush into the fiber. Match the plating, zinc nuts with zinc bolts, so you are not mixing dissimilar coatings in the same joint.
2) Does the Metallics JCB30 meet Buy American or ARRA requirements for a public project?
No. The JCB30 is not Buy American compliant and not ARRA compliant, with country of origin listed as multiple. If your government, school, or transit job carries a domestic sourcing clause, this jar will not satisfy it and you need a domestically produced fastener instead.
3) Can I use a zinc plated carriage bolt outdoors or in a wet area?
Zinc plated steel is fine for covered exterior and damp interior work, but it is a sacrificial coating. In standing water, coastal air, or in contact with pressure treated lumber the plating gives up and the steel rusts. For those conditions use stainless, 18-8 or 316, in the same 3/8-16 x 8 size rather than the zinc JCB30.

If your drawing calls for a high strength structural bolt in a steel connection, this is not that bolt.
5) What dimensional standard do these carriage bolts conform to?
