1) Can I use the Metallics JBLS47 3/8 x 1-3/4 hex lag bolt outdoors or in a damp location?
No. The JBLS47 is zinc plated steel, and Metallics specifies it for use in wood in non-corrosive environments. Zinc plating handles dry interior work, not wet, treated-lumber, coastal, or chemically aggressive conditions. For exterior or damp framing, step up to a hot-dip galvanized or 18-8 stainless lag of the same 3/8 inch diameter.
2) What size pilot hole should I drill for a 3/8 inch lag bolt like the JBLS47?
Measure off the shank, not the nominal size. The JBLS47 runs 0.360 to 0.388 inch outside diameter over the threads with 7 threads per inch, and it has a gimlet point that starts itself. In softwood framing drill a pilot close to the root of the thread and go smaller than the 0.360 inch minimum OD so the spaced threads have wood to bite; in hardwood drill nearer the full shank diameter to avoid snapping the bolt or splitting the member.
