A bottoming type tap has almost no lead chamfer, so it threads nearly to the bottom of a blind hole. That is what you want when you need usable 8-32 thread at the very base of a hole, such as a drilled and tapped hole in a box ear, strap or enclosure boss. In a fresh hole most people start the thread with a taper or plug tap and then finish with the bottoming tap; the 832CTB is the finishing tap, not a first-pass starter.

Yes, chasing damaged or paint-filled 8-32 holes is one of the main field uses for this tap. Because it is a bottoming type with little chamfer, it will re-cut thread right down into a shallow blind hole where a taper tap would bottom out before reaching the last turns. Run it by hand with a T-handle or tap wrench and back it out to clear chips.
