The B249B is a 2-gang non-metallic box with 48 cubic inches of volume, which is what you work your NEC box fill calculation against. Two devices, their yokes, the grounds, and the conductors all draw against that 48 in3. It is one of the larger 2-gang new-work boxes, so a pair of receptacles or a receptacle plus a switch with 12 AWG runs in and out generally is not a problem.
2) Is a flanged box like the Carlon B249B new work or old work?
Flanged boxes are new work. The integrated flange sets the box depth against the stud face so the box lands flush with the finished drywall, and it is nailed or screwed to the stud before rock goes up.
