The E26S18 cluster LED module is rated 120 Vac/dc, so it works on either a 120 volt AC control circuit or 120 volt DC. If your tower is wired for 24V, this module is the wrong part.
2) Is the E26S18 a complete stacklight or just a replacement module?
It is a renewal part, not a full tower. The E26S18 is a single red LED light module for B-Line E26 series stacklights, used with the existing LED stacklight modules in the stack. You still need the base, any additional color modules, and the top cap to make a working tower.
