Surface mount. The PDB50 is face-mounted, so installation is drilling for the fasteners and the bolt keeper rather than routing a mortise pocket into the door edge. That matters on a pocket door, where a mortised privacy lock means pulling the slab out of the pocket. The jamb bolt goes on with the door hung.

A jamb bolt like the PDB50 is the simpler route: it face-mounts and bolts the closed door shut, so you can add privacy to a pocket door that already has an edge pull and flush pulls without changing them or cutting the slab. A combination pocket door privacy lock replaces the edge pull and needs a mortise, so it is the choice when you want one integrated piece of hardware and the door is out or new. If the door is already hung and the pulls are staying, the jamb bolt is the retrofit.

It is built for a pocket door, but the mechanism does not care much: it face-mounts and bolts a sliding door against its stop or jamb when closed. On a barn door, that works where the door closes against a fixed jamb or wall trim that can take the keeper. On bypass closet doors, where the two panels pass each other and neither one lands against a jamb, there is nothing solid for the bolt to land in, so this is the wrong part for that opening.

Each. Unit of measure on the PDB50 is a single bolt, so one pocket door opening takes one. If you are doing a run of units, count openings, not doors, and order per opening in the finish that matches the rest of the trim.
