Inside the building. That's deliberate on the 90KR: with no cylinder exposed on the exterior face, there's nothing for someone outside to attack or pick to pull the mullion out of the opening. It also means removal is a staff or maintenance operation, not something anyone can do from the parking lot. Worth knowing if your security plan assumed you could unlock it from outside for a delivery.
8) Is a removable mullion the right choice, or should I use vertical rod exit devices on my pair of doors?

10) Do I need to key the Detex 90KR mullion to match the rest of my building?

Because the 90KR takes a standard rim cylinder that you supply separately, you specify the keyway and keying when you order the cylinder, not the mullion.
