1) Does the red Eaton Arrow Hart 5362RD receptacle mean it's on emergency or generator power?
Red is just the body color on the 5362RD, not a function. In the field red duplex receptacles are conventionally used to mark circuits fed from emergency or standby power, which is why this color is stocked, but electrically it is an ordinary 125V, 20A, 5-20R two-pole three-wire straight blade duplex. Nothing inside it switches, senses, or restricts the source, so the circuit has to actually be fed from the emergency panel for the color to mean anything.
2) Will a 5-20R receptacle accept a regular 15 amp plug?
Yes. The 5-20R face on the 5362RD has the T-slot neutral, so it takes both standard 5-15P cords and 20 amp 5-20P cords at 125V. Put it on a 20 amp circuit with #12 conductors; it is not intended to terminate a 15 amp branch circuit, since the face advertises 20 amp capacity.
