No. It is specified as a light to medium duty anchor for use in concrete. Use it for conduit straps, box mounting, small brackets and similar electrical attachments. For seismic bracing, trapeze hangers carrying real load, or anything with a structural pull-out requirement, step up to a larger diameter anchor or a wedge/sleeve anchor sized by the engineer.
2) Do I need an anchor or shield with this screw, or does it thread straight into the concrete?
It threads straight in. This is a concrete screw, so it cuts its own thread in a pre-drilled hole and needs no plastic shield, lead anchor, or expansion sleeve.
