A left hand reducer transitions a run from one tray width down to a narrower one while keeping the left side rail in a straight line. The Eaton B-Line 6A-18-LR09 takes an 18 inch wide tray down to a 9 inch wide tray, so the offset happens entirely on the right side. If your straight side needs to be on the opposite hand, you need the right hand version instead.
2) Which tray widths does the B-Line 6A-18-LR09 reducer connect?
It mates an 18 inch wide tray to a 9 inch wide tray. It is not adjustable, so it only works where the run steps from 18 down to 9; any other width pair needs a different reducer part number.
