No. It is specified for Type 1 enclosures, which is indoor, general purpose protection against incidental contact and falling dirt only. For a wet, outdoor or washdown location you want a panel intended for the Type 3R, 4 or 4X enclosure you are using, and typically a galvanized or stainless panel instead of white powder coated steel.

It is the mounting surface. Rather than drilling the enclosure body, you fasten terminal blocks, relays, small power supplies or DIN rail to the perforated steel panel, which drops into the 8 x 8 box on its studs. The perforations let you pick fastener locations without new holes, and the panel comes out of the box for bench assembly before it goes on the wall.
