1) Can the B-Line 864 HC junction box be used outdoors or in a washdown area?
No. The 864 HC is a NEMA Type 1 enclosure, which is an indoor-only rating meant to keep personnel away from live parts and keep out falling dirt. It gives no protection against rain, hose-down, dust or oil, so for an exterior wall, a parking structure or a wet process area you need a Type 3R, 4 or 4X box instead. Indoor electrical rooms, mechanical spaces, back-of-house corridors and dry ceiling plenums are where this one belongs.
2) Is the cover on this B-Line HC enclosure hinged or screw-on?
Hinged, which is the practical difference between the HC enclosure and a standard screw cover box. The door swings on the box so you are not holding a loose cover or chasing screws on a ladder, and it uses a recessed pull ring with a friction dimple to hold shut. The cover is also removable if you need it fully out of the way while pulling wire.
