Painted 14 gauge carbon steel is the normal, lower-cost pick for general outdoor and damp indoor use, and the 3R rating plus the rain hood handles weather exposure. Where it is the wrong call is corrosive duty: coastal salt air, wastewater plants, chemical or food processing areas, where paint over carbon steel will eventually give up and a 304 or 316 stainless enclosure is the correct spec instead.
