Yes. The Eaton B-Line 66-12LE45B is sized for 6 inch by 6 inch wireway, with a 6 inch height and 6 inch width at the openings and an overall depth of 5.04 inches. It turns a run 45 degrees on the inside of the corner. If your trough is 4x4, 8x8 or 12x12, you need the elbow built for that cross section instead.
2) Is this B-Line wireway elbow rated for a wet or dusty area?
It is a NEMA 12 fitting, which covers indoor protection against dust, falling dirt and dripping non-corrosive liquids. NEMA 12 is not a washdown or outdoor rating, so for rain, hose-down or exterior runs you want NEMA 3R or NEMA 4 wireway and matching fittings, not this one.
3) What is the difference between an inside opening and an outside opening 45 degree wireway elbow?
It is about which side of the turn the removable cover faces. The 66-12LE45B is the inside opening version, so the access opening is on the inside of the 45 degree bend. Pick the one whose opening faces the side you can reach after the trough is mounted, since that is the side you lay conductors in through.
4) Do I need anything else to connect this 45 degree elbow into my wireway run?
The 66-12LE45B is the fitting only, a 6x6 45 degree inside-opening elbow with its cover. The straight trough sections it bolts to, and any connectors, hangers or closure plates your layout calls for, are ordered separately and must match the same 6x6 NEMA 12 series so the flanges and gasketing line up.
