Yes. The 22-12LE9AC lay-in elbow is a NEMA 12 fitting, so it matches gasketed dust-tight and drip-tight wireway systems rather than open NEMA 1 trough. It is also UL Listed. If your run is NEMA 1, use a NEMA 1 rated elbow instead; mixing enclosure types breaks the rating of the whole run.
2) What size wireway does this B-Line 90 degree elbow fit?
It is the 2-1/2 inch cross section fitting: the body measures 2.5 inches high by 2.5 inches wide, with a 5.94 inch length/depth. That makes it the turn fitting for a 2-1/2 by 2-1/2 inch wireway run. It will not mate to 4x4, 6x6 or 8x8 trough.
3) What does outside-top opening mean on a 90 degree wireway elbow?
Outside-top describes where the turn is made relative to the run. On the 22-12LE9AC, the elbow turns so the opening faces the outside-top of the corner, which is the fitting you want when the wireway has to change direction upward over the outside of the bend. If your run turns at the inside of the corner or down, you need the corresponding inside or bottom opening elbow instead, not this one.

The 22-12LE9AC is the elbow fitting only. The straight trough lengths, end plates, and the connector hardware that joins section to section are ordered separately, so plan the corner count and connector count when you take off the run.
