Yes. The 44-12LBC is sized for 4 inch by 4 inch Eaton B-Line series wireway, and it is the fitting you use to connect that wireway to a box or enclosure. It will not adapt a 6 x 6 or 8 x 8 run; those need a fitting matched to their own cross section.
2) Is this box connector rated for a NEMA 12 wireway run?
It is a NEMA 12 fitting, so it belongs on a NEMA 12 (dust-tight, drip-tight, oil-tight) B-Line wireway system. Mixing it into a NEMA 1 screw-cover run defeats the point of the gasketed rating, and it is not a NEMA 3R or 4 wet-location fitting.
