1) Is this an overload relay or just the heater element?
It is the heater pack only, not a complete relay. The Freedom/Definite Purpose heater pack is the current-sensing element that drops into an existing Eaton Freedom or definite purpose overload relay block and sets its trip point. If you have no relay body in the starter yet, you need the relay itself as well as the correctly rated heater pack.
2) Will an Eaton H2000B-3 heater pack work in both NEMA and IEC starters?
The Freedom heater packs carry a dual NEMA and IEC design, so the same part covers starters built to either standard. That matters on plants running mixed equipment, where an imported skid uses IEC-rated controls and the house motor control center is NEMA. One heater pack part number covers both, which keeps the spare-parts crib smaller.
3) Some Eaton heater packs list a range like 1.2A-1.96A and others list four separate amp values. What is the difference?
Both describe the same thing from different sides. Packs shown with four discrete values, such as H2006B-3 at 1.79A, 2.16A, 2.53A and 2.9A, are giving the individual trip settings available within that pack, which depend on the relay and connection the pack is used in. Packs shown as a span, like H2005B-3 at 1.2A to 1.96A or H2013B-3 at 18.7A to 30.7A, give the same information as a continuous band. Either way, size against the motor nameplate FLA.
4) Can I replace a single failed Eaton heater pack, or do I have to change all three phases?
Heater packs are sized and ordered as a matched set for the starter, and the B-3 suffix on these part numbers reflects a three-element pack rather than a single loose heater. Replace the pack as a unit and keep every phase on the same rating. Mixing ratings across phases skews the trip point and defeats the protection.
