That is the phase rating on the kit itself; the panel it goes into still has to be an Eaton enclosure that accepts an ED-frame main breaker conversion.
2) Can the Eaton Pow-R-Stock ED breaker kit be installed at the bottom of the panel instead of the top?
Top or bottom, both are supported. The mounting method on the ED kit covers top and bottom positions, which matters when the service feed enters from below and you do not want to run the conductors the full height of the enclosure to reach a top-fed main.
