1) Can I use this Eaton three-phase loadcenter on a 208Y/120 volt wye service?
Yes. The Eaton Type BR three-phase main lug loadcenter is rated 208Y/120 and 240V, three-phase, four wire. The four-wire rating means it takes the three phase conductors plus a neutral, so you can pull 120V single-pole branch circuits off it as well as 208V two-pole and three-pole loads. On a 240V delta service it works too, but be aware of the high leg if your system is a corner-grounded or high-leg delta.
2) What breakers fit an Eaton Type BR 42-circuit loadcenter?
Type BR 1-inch breakers only. This is Eaton's BR bus, not CH, and the two are not interchangeable even though both are Eaton. A CH breaker will not seat correctly on a BR bus. Because the panel is three-phase, three-pole BR breakers are what you use for balanced 208V or 240V three-phase loads, and single-pole BR breakers land 120V circuits off any one phase.
3) Is there a main breaker in this Eaton 200A loadcenter, or is it main lug only?

On a 30-space box you get to 42 circuits by using tandem BR breakers where permitted; on a 42-space box every circuit can be a full-size single-pole. If you are running mostly two-pole and three-pole breakers, go with 42 spaces, because multi-pole breakers cannot tandem.
5) Which Eaton BR three-phase part number do I order for an outdoor wall?
The outdoor boxes carry an R suffix: 3BR3042LC200R for the 30-space box and 3BR4242LC200R for the 42-space. Drop the R and you have the indoor versions, 3BR3042LC200 and 3BR4242LC200. All four are 200A, copper bus, metallic enclosure, with the cover included.
6) Is 25 kAIC enough for my service, and what does that rating cover?
