Yes, and that's its intended service. The Type BR three-phase four-wire main lug loadcenter is rated 208Y/120, 240V, so it handles both line-to-line loads at 208 or 240 and line-to-neutral 120V branch circuits off the same panel. The four-wire configuration is what gives you the neutral for those 120V circuits. On a three-wire delta service with no neutral you lose the 120V side of it.

The S is for dry interior locations only, and putting it outside is a code and corrosion problem.

Main lug only, no main breaker. The feeder conductors land directly on the lugs, so overcurrent protection and the service disconnect have to come from upstream equipment. If the breakers coming out are Eaton Type BR 1-inch plug-on breakers, they land in this interior, because Type BR 1-inch is what the panel is built to accept.
