1) Does the Eaton 3BR4242L loadcenter come with a main breaker, or do I have to feed it from an upstream device?
It's a main lug only panel, so there is no main breaker in the box. Power lands directly on the lugs and overcurrent protection has to come from the upstream device feeding it. If you need a main breaker inside the enclosure, this is the wrong configuration. Note it also has no feed-thru lugs, so you can't chain a downstream panel off it.
2) Will Type BR loadcenters take Square D or Siemens breakers?
No. The 3BR4242L panel is built for Eaton Type BR 1-inch breakers only. Breakers from other manufacturers are not interchangeable in this bus, and mixing brands voids the panel's listing. Order BR-series 1-inch breakers to fill the 42 spaces.
3) Is this Eaton three-phase panel suitable for a 208Y/120 commercial service?
Yes. It's a three-phase, four-wire loadcenter rated 208Y/120 and 240V, which covers the typical wye service in an office building, retail space, or multi-family house panel. The four-wire configuration gives you the neutral for 120V branch circuits off a 208Y system.
