It's a zinc plated steel eye bolt. Zinc plating handles dry interior work and normally damp areas, but it is not a marine or sustained-outdoor-exposure finish. For wet exterior or coastal runs, specify a stainless or hot dip galvanized eye bolt instead.

Eye bolts of this type are used as a threaded anchor point to attach wire, chain, aircraft cable, or hanger hardware, and this one is catalogued with electrical fasteners for exactly that kind of hanging and support work. Because it is a machine-threaded bolt and not a lag or concrete anchor, it needs a through-hole with the supplied nut on the back side, or a tapped 1/4-20 hole, to land. Match any load to the engineer's or manufacturer's rating for the structure you are fastening to.

A nut comes with each bolt, so nothing else is needed to fasten through a drilled hole. If you want the eye to stay put under vibration you would add your own lock washer or second jam nut, which is not part of the pack.

The 2-1/2 inch figure is the overall bolt length, not usable grip, so some of it is taken up by the eye and by the nut engagement. On a 1/4-20 shank that still leaves plenty of thread for typical sheet metal, strut, plywood, or a channel flange. If you are going through a thick timber or a stacked assembly, measure your total stack first and step up to a longer eye bolt rather than running short thread under the nut.
