1) Do I need to heat or vulcanize this rubber splice tape for it to seal?
No heat, no curing agent. The RST tape is non-vulcanizing and self-amalgamating, so stretched and wrapped onto itself the layers fuse into one solid, void-free rubber mass at ambient temperature. You get the seal from tension and overlap, not from a torch.
2) Is this the same thing as regular black electrical tape?
No. Vinyl electrical tape is a thin PVC film used for jacketing, phasing and abrasion protection. RST is an ethylene propylene rubber tape that self-bonds into a solid insulating mass for the splice body itself at high voltage. On a real splice you typically use both: rubber for the insulation build, vinyl over the top.
