It's a 2-hole flexible braid connector. Both ends terminate in drilled pads rather than a single bolt hole, so each end needs two bolts through the bus, pad, or ground plate. Two-hole terminations resist rotation under fault current and vibration, which is why they're specified on switchgear and substation bus jumpers instead of single-hole lugs.

The cable length is 16 inches. That figure is the braid portion listed on the spec, so lay out your bus gap allowing for the terminal pads and some slack in the braid, a braid shunt should never be pulled taut between two points it is meant to allow movement between.

It's a flexible shunt or jumper used where two current-carrying points must stay electrically bonded while still moving relative to each other, breaker and disconnect switch blades, expansion joints in rigid bus, transformer-to-bus connections, and grounding jumpers across hinged or sliding parts. The flat braid flexes over thousands of operations where a solid bar or rigid cable would fatigue and crack.

The conductor is tin-plated copper. Even so, for a copper-to-aluminum joint use the appropriate joint compound and a bimetallic washer arrangement the way your spec calls for, plating alone is not a substitute for that.

Flat braid gives you a wide, thin cross-section that bends easily in one plane and has more surface area for heat dissipation than a round cable of similar section, so it takes repeated switch operation without work-hardening. A cable-and-lug assembly is stiffer at the crimp and tends to fail at the barrel. If the two points you're connecting never move, rigid bus bar or a plain cable jumper is the cheaper answer, the braid is for movement.
