The braid is tin-plated copper. Tin plating slows oxidation on the huge surface area of a braid and, more practically, lets the pad bolt directly to aluminum or galvanized enclosure steel without the galvanic problem you get from bare copper against aluminum. In damp or corrosive rooms it also keeps contact resistance from creeping up over time.
