1) How many wires do I need to land on the Leviton 2730?
Four conductors: three hot legs of the 480V three-phase feed plus an equipment ground. L16-30 is a 3-pole, 4-wire grounding configuration, so there is no neutral terminal on this device. If your load needs a neutral for 277V single-phase control power, an L16-30R is the wrong receptacle for that circuit.
2) Is the Leviton 2730 a flush mount or a surface mount receptacle?
Flush mount. The 2730 drops into a panel or enclosure opening and sits low against the surface, which is what you want on a plant floor where a protruding surface box gets hit by carts and pallets. If you need it on the outside of an enclosure or wall, you would be specifying a surface-mount locking receptacle instead, not this one.
3) Will the Leviton 2730 hold up in a washdown area?
The 2730 is built with impact-resistant and chemical-resistant construction, so the body resists cracking from knocks and resists degradation from washdown chemicals and solvents. Note that chemical resistance of the housing is not the same thing as a weatherproof enclosure rating: in a wet-location washdown bay, code still expects the receptacle to sit in an appropriate enclosure or behind a weatherproof cover.
4) What is the difference between an industrial grade locking receptacle and a commercial or spec grade one?
Grade is a duty rating, and the 2730 is industrial. That means the contacts and housing are built for heavier cycling and rougher handling than a commercial or residential device. On a machine that gets unplugged every shift, or in a maintenance shop where cord caps get dropped, industrial grade is what keeps the connection tight over time. For an office or light commercial 480V feed that rarely gets touched, the spec is less critical, but for MRO standardization across a plant it is the grade most facilities write into their standard.
