1) Will a Leviton BR20 tamper-resistant receptacle accept both 15-amp and 20-amp plugs?
Yes. The BR20 is a NEMA 5-20R duplex, and that configuration takes standard 15-amp straight blade plugs as well as 20-amp plugs with the T-shaped neutral blade. Rating is 20A at 125V, so it belongs on a 20-amp branch circuit.
2) Do I need tamper-resistant receptacles, or can I use a standard one?
Tamper-resistant is the default requirement for most dwelling unit receptacles and for areas of commercial buildings where children are present, such as schools, daycares, medical waiting areas and hotel guest rooms. The BR20 carries integral TR shutters that block a single foreign object from entering the slots, so it satisfies that requirement where a standard receptacle would not.
3) Can I put this 20-amp receptacle on a 15-amp circuit?
No. A 5-20R device is rated 20A and needs a 20-amp branch circuit with 12 AWG conductors behind it. Landing it on a 15-amp circuit lets someone plug in a 20-amp load the wiring can't carry. If your circuit is 15 amps, use a 5-15R receptacle instead.
