No. The Milbank G150 ringless multi-position socket ships with no main breaker and zero breaker spaces, so overcurrent protection has to live downstream in each tenant's panel or in a separate main. It also has no convenience receptacles. If your utility or inspector wants main breakers in the metering enclosure, this is the wrong unit.
2) Can I use this Milbank ringless socket for 208V or 240V single phase apartment metering?
Yes on voltage. It's rated 300 volts AC, 60 Hz, single phase, which covers the usual 120/240V and 120/208V single phase residential and tenant services. It will not serve a three phase installation, and each position is a 4-jaw, 4-terminal single phase socket.
3) What conductor sizes will the lugs in this 150A meter socket accept?
Line and load terminals both take 6 AWG through 350 kcmil, single mechanical lugs. That range covers copper or aluminum service conductors for a 150 amp continuous rated position and leaves room for the oversized aluminum most contractors pull. One conductor per terminal, so no doubled taps.
