1) Will the Milbank U8436-O-CECHA meter socket work for an underground service lateral?
Underground is exactly what the U8436-O-CECHA is built for. Cable entry is underground, and the socket sits on a direct-bury pedestal, so the service conductors come up through the pedestal rather than through a weatherhead. The top is a plain top with no hub opening, so there is no provision for overhead conduit entry. For an overhead drop you want a socket with a hub closing plate opening instead.
2) What size service conductors can I land in a Milbank 200A pedestal meter socket?
Line side terminals take 6 AWG through 350 kcmil, and they are lay-in type, so you drop the conductor into the terminal rather than threading it through a hole. That range covers the usual 4/0 aluminum and 2/0 copper 200 amp service runs with room on either side. Grounding is handled by a 2 barrel ground lug.
3) Does this Milbank meter socket have a main breaker or do I need a separate disconnect?
No main breaker, and no provision for one. The U8436-O-CECHA is a socket only, one meter position, four jaws, so overcurrent protection and the service disconnect have to live downstream in the panel or in a separate disconnect enclosure. There are also no receptacles built into the pedestal. If you need the disconnect integral to the pedestal, you are looking at a meter-main pedestal instead, not this one.
4) What is horn bypass and do I need it on a meter socket?
Horn bypass lets the utility keep the load energized while the meter is pulled, so service is not interrupted for a meter change or test. Many utilities require bypass on 200 amp sockets and will not set a meter without it. The U8436-O-CECHA is supplied with horn bypass as built, not as an add-on. If your utility specifically calls for lever bypass, horn bypass is not an accepted substitute, so check the utility's approved equipment list.
5) How tall is the Milbank U8436 pedestal and how much of it is above grade?
Overall the pedestal measures 4.12 x 9 x 62 inches. That 62 inch figure is the full height of the unit including the buried portion, so the meter face ends up considerably lower than 62 inches once the pedestal is set to the utility's burial depth. Plan trench depth and meter height off your utility's setting requirement, not off the overall height.
6) Will a direct bury meter pedestal hold up in the ground and outdoors year round?
The enclosure is G90 galvanized steel with a powder coat finish and carries a Type 3R rating, which covers rain, sleet and ice formation. Internal insulation is glass polyester. That combination is the standard spec for an outdoor, direct bury utility pedestal. Type 3R is not a submersible or watertight rating, so the pedestal is meant for a properly drained excavation, not standing water.
7) Is the Milbank U8436-O-CECHA UL Listed, and what does the CECHA suffix mean?
UL Listed, with a Type 3R enclosure rating. What is not included is anything downstream: with no main breaker and no receptacles in the unit, you still need the service disconnect, overcurrent protection, and whatever conduit and fittings the underground run requires.

One meter position only. For a duplex, fourplex or any multi-unit development you need one pedestal per meter, or a ganged multi-position pedestal built for the count.
