It surface mounts, so it lands on a wall or a strut rack rather than recessing into a stud bay. Cable can come in overhead or underground, so it works for either a weatherhead drop or a conduit run up from below grade.
2) Does the Milbank U5971-XL have a meter socket, or do I still need a separate meter can?
No meter in it. The U5971-XL is an unmetered enclosure: no meter provision, zero jaw terminals, and no bypass provision. It is the distribution section only, fed from a metered service or from a source that is not being metered at that point.
