1) Can I use the Nibco 739 return bend on a potable water line?
No. The 739 is cast bronze to ASTM B584 Alloy C84400, and use in U.S. drinking water applications is prohibited after January 3, 2014. Keep it on non-potable service: hydronic heating, HVAC, fire protection, industrial, or irrigation piping. For potable copper work you need a lead-free wrought copper fitting instead.
2) Is the Nibco 739 return bend soldered or threaded?
Soldered. Both ends are solder cups, C x C, meaning copper tube slips inside each socket and you sweat the joint. There are no threads on this fitting, so if your run terminates in male or female pipe thread you will need an adapter to get to copper tube first.
