No. The 74017 is not insulated and must not be used as shock protection. Klein states plainly that plastic-dipped or slip-on plastic handles are not intended for protection against electrical shock. De-energize the circuit, and wear approved eye protection. If you need rated protection, you want a 1000V insulated tool, not this ripper.
2) Does the Klein 74017 strip the individual conductors or just the outer sheath?
Jacket only. The 74017 slits the outer nonmetallic sheath on NM and Romex cable so you can pull it back and expose the conductors. For removing insulation from the individual THHN conductors inside, you need a wire stripper, not this ripper.
3) Can I use this ripper on armored cable or UF cable?
The 74017 is built for nonmetallic type NM sheathed cable, including all sizes of Romex. Armored cable needs an AC/MC cable cutter instead, since this tool scores a soft thermoplastic jacket rather than cutting steel or aluminum armor.
4) What is the Klein 74017 made of, and will it hold up in a tool pouch?
Cold rolled steel with a zinc plated finish, so it resists surface rust in a damp pouch or truck box. It weighs 1.3 oz (37 g) and measures 4 inches long by 1.63 inches in the other two dimensions, which is why electricians carry it loose rather than in a case.
